The PAC process
Our planning application for carbon capture at Parc Adfer will be determined by Flintshire County Council, as our local planning authority.
In 2017, the Welsh Government published ‘Planning major developments: guidance on pre-application consultation’ outlining how infrastructure projects should engage with local community and stakeholders.
In line with this guidance, we conducted a Pre-Application Consultation (PAC) between Monday 08 September to Monday 06 October on our plans to install carbon capture technology at Parc Adfer and have previously submitted our environmental permit application. We are planning to submit our planning application to Flintshire County Council in Q4 2025.
