Pre-Application Consultation
Overview
As part of our consultation, we invited feedback from the local community and stakeholders on our plans to develop a carbon capture project at enfinium Parc Adfer.
Our consultation ran from Monday 08 September to Monday 06 October. Feedback submitted to us is now being reviewed and considered as we move towards the submission of our planning application to Flintshire County Council.
If granted planning permission, up to 95% of 241,000 tonnes of carbon dioxide (CO2) could be captured each year from the Energy from Waste (EfW) facility operated by enfinium and located on the Deeside Industrial Park.
The enfinium-led multi-million-pound investment will support economic growth, skills and employment in the local economy.
The installation of carbon capture technology at Parc Adfer represents the only way to decarbonise the unrecyclable waste generated across North Wales.
Our proposals
When waste is used to produce electricity, one of the byproducts is carbon dioxide (CO2). We’re proposing to install carbon capture and storage (CCS) technology at our Parc Adfer energy from waste (EfW) facility, to prevent this CO2 from entering the atmosphere.
Instead, the CO2 would be captured and transported for permanent storage in depleted gas reservoirs.
There are several options for the transportation and permanent storage of CO2 being developed in the region, including through the UK Government’s CCS programme, which Parc Adfer could utilise to sequester the CO2 captured at the site.
We are already operating a carbon capture pilot scheme at Parc Adfer, which is capturing up to one tonne of CO2 a day. We’re now intending to scale up this already proven technology and confirm a permanent storage connection.
This proposed carbon capture project would make Parc Adfer the largest carbon removal project in Wales and generate jobs both during construction and into the future through the operation and maintenance of the plant.
Environmental Impact Assessment
We have carried out an Environmental Impact Assessment to guide the design of the project. The topics we have studied, such as noise, ecology, climate change and traffic, were agreed with Flintshire County Council, who consulted specialists such as Natural Resources Wales. The carbon capture plant will be controlled by the same type of environmental permit, regulated by Natural Resources Wales, as the existing Parc Adfer energy from waste facility. It will be subject to the same stringent controls and monitoring of emissions to air.

Environmental impacts
We are developing a Landscape and Ecological Management Plan (LEMP), which will be submitted to Flintshire County Council alongside our planning application. This incorporates the retention of existing landscape planting and habitats where possible outside the areas of permanent capture plant development, restoration of planting and habitats in areas of temporary construction work, and proposed new or enhanced areas of planting and habitat creation within the site.
We are also working with Flintshire County Council and the North Wales Wildlife Trust to consider further opportunities for biodiversity.
